Don't know anything about council transfers...sorry. But do know about housing benefit!
My local council does award housing benefit to single parents with the NHS bursary and childcare element as well. On the face of it, it looks as though you are not entitled to it, but dig a little deeper and the small print says if you are single and have dependants that you will qualify.
