This is also what we have been taught, just recently.
1/5 is at the brim. Head not truly engaged if its any less that 2/5 engaged (or 3/5 palpable) as the fetus can still adjust position and move out of the pelvis.

I have a question about dilation related to stations?

Do you have to be fully dilated to start moving through the stations? Or can you be -1 say while still 4cm? I'm a bit confused by this?

yes, you can be dilating, but still with a high head, particularly with less optimal positons such as occipito posterior postition, so may be ARM able but too risky to do. In such situations a doctor or experienced senior midwife may do a controlled ARM, where fundal pressure is applied (physically pushing down the fetus, to apply the fetal head to the cervix) to prevent cord prolapse
