I tried this, using my home address and had an email today saying the items are only available to NHS or childcare organisations, so sure start and nurseries should be fine.

Hiya, just to say I placed a big order for everything off the breastfeeding/NHS site and received an email saying they would not send to a private address, as a few of you said. I emailed them back explaining i was a student midwife and how useful all the leaflets etc would be, and they emailed me back this morning to confirm the order can now be sent out!! Just thought id let you know for anyone who are unable to get items sent to their work address. xxx

I did as SM07 did a couple of months back, explained I was a student and wanted a bulk order of diary covers for my cohort, they responded by confirming they would send.
I received them a few weeks later. Hehehe, and SM07 has one that I brought in for everyone (what you ordered SM07, cos I wanted lanyards too and they had none left )
